The Chief Operations Officer reports to the Executive Director of the Moline Housing Authority, working closely to establish and execute the Authority’s mission and goals.  This position has the day-to-day responsibility for operations within the Moline Housing Authority including; the physical condition of Authority properties, evaluating current and long-term financial health, developing financial projections and making recommendations to ensure the on-going financial sustainability of Authority properties.  Also responsible for the economic and efficient administration of the low-income public housing program and associated occupancy function of the Authority.  Key deliverables include creation of the annual report, project report, progress report and the authority newsletter.  Responsible for overall operations in the absence of the Executive Director.  Bachelor’s Degree in public administration, business administration, finance or related field required and four or more years’ experience in housing management, administrative management or public administration and experience in areas of construction, modernization, and grant management or any combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job. Full-time Maintenance Worker position available for qualified individual to be responsible for the overall maintenance and care of the grounds, parking areas and common areas so they stay clean and orderly at all times.  Duties include general cleaning, washing windows and walls, lawn care, snow removal and assisting with preparation of apartment units for rent.  High school graduate or equivalent required plus two or more years' experience in grounds keeping or janitorial work.  Knowledge of general building maintenance practices required.  Ability to use basic cleaning tools plus hand, lawn and garden tools.  Valid driver's license required.
